Program

The WACLEA Management Assistance Program (MAP) is an opportunity to request a professional review of your organization through the eyes of a group of peer professionals. The review is conducted by qualified professional administrators from the field of campus law enforcement/security management.

The goal of the MAP review is to provide WACLEA members the opportunity to take a critical look at their organization, operations and management systems. The resulting report may serve as a guide to identify areas that need strengthening and highlight positive/innovative programs within the department. Members will be able to utilize the exercise to motivate the department, improve service and gain support from the institution.

MAP Services - MAP provides two types of management and technical assistance services:

Special Survey - A special survey includes analysis of a single or limited number of functions within the campus law enforcement or safety/security agency such as an analysis and written report with recommendations covering organization, direction and control, operations, administration and special services.

General Survey - A general survey includes extensive review and appropriate analysis of the administration, operations and other services provided by the agency as well as a written report of the analysis and recommendations. The entire department could be analyzed under this type of survey. For example, the role of the agency and its relationship to other functions within an institution could be examined.

Assessment Program Outline - The assessment consists of six parts and will be considered confidential unless public release is authorized by the client:

Part 1- Selection of the Assessment Team

Part 2- Information Gathering

Part 3- Pre-Visit Preparation

Part 4- Visit to Agency

Part 5- Preparation and Delivery of the Report

Part 6- Report Follow-up

Application Process - MAP will accept written requests from WACLEA institutional members. Requests from non-member institutions will also be accepted, but will be assessed at a different fee schedule. The application request should include the name of the organization, the person requesting assistance, the person's title and a narrative statement outlining the areas of assistance required. Tentative dates for the review should be listed by the requesting agency. The MAP Committee Chair will respond to the request in writing within 30 days of request.

Fee Schedule - The WACLEA Board of Directors is responsible for the setting of fees which is reviewed periodically. The Board of Directors or its designee will sign contracts between WACLEA and the requesting agency.

Client Fees - For an extensive department review the client agency will pay a management fee of $1,800 (WACLEA members) or $2,500 (non-members), an honorarium of $800 for the team leader, an honorarium of $600 for each assessor, and all travel, living, and incidental expenses of the Assessment Team. The Assessment Team usually consists of three professionals.

MAP Assessment Teams - To insure that MAP provides a quality service to those agencies requesting assistance, an extensive list of managers and administrators who have particular qualifications and expertise to assist with this program has been developed. The assessors are matched to the particular needs of a client by the MAP coordinator.
