WACLEA Board Meeting January 24, 2003 Seattle University, Seattle, WA
The only board members present were Bill Curtin (President), Annette Spicuzza (Treasurer) and Patrick Sturgil (Washington State Rep.)There was not a quorum. The board met despite that to entertain reports and discuss pressing issues to the association.
Guests at the meeting included Steve Rittereiser, Bob Spinks, Mike Sletton, Jeri Jacobsen and Cheryl Michaels.
There were no minutes taken at the meeting and these are highlights of the meeting from the notes of the President, Bill Curtin.
Treasurer's Report - Spicuzza
Annette reported that the association is in good shape financially. We have $16,190.80 in the bank. We sustained a net loss from the Spokane
Conference of $1722.00, basically due to hotel expenses. This may affect the budget for the fiscal year depending on how our finances
develop in the coming months.
Fall Conference Committee Wrap-up Report
Tom McGill did not attend the meeting because of weather conditions in the Cascade pass. All present who attended the Fall Conference in
Spokane were very pleased with it and appreciative of Tom's work inorganizing and putting it on. As noted in the Treasurer's report there
were some cost overruns associated with the Conference.
Spring 2003 Conference
Multi-disciplinary Approach to Sexual Assault/Rape Investigations - April 2nd, 3rd & 4th - Ellensburg, WA. Steve Rittereiser from Central Washington University reported his
efforts in planning and organizing a very exciting training program for our Spring Conference. The subject of the training, times and location are noted above. There will be more information and details about this
conference sent out to members and placed on our website in the coming days and weeks.
Training/Basic Academy - Sletton
Mike Sletton from Seattle University facilitated a discussion about problems facing the Basic Academy Training that the association has
sponsored and supported for many years. Mike reported that in the last year we have not been able to recruit enough students and/or trainers
to support an academy class. Mike provided a short history of the academy and discussed in more detail the recent problems. He then
opened up the discussion for ideas people may have for solutions to this problem. There was then a discussion about "remote learning",
using either a CD-ROM or the association website as an avenue to present the Basic Training. We then held a conference call with Walter
Hudsick, the association staff person. Walter had researched some websites and software solutions for providing this training in a more
remote type venue. The discussion then moved to the following issues related to this kind of change in our program:
- have the academy be an entirely remote web-based experience
- have it be a mostly remote web-based experience plus a long weekend of onsite training with students present
- how to accredit the training through state law enforcement training accreditation systems
- how to adapt the materials we now have in the training manual and use to a remote web based format
- other issues that may be associated with this transition of the Academy Training
President Bill Curtin appointed a committee to be chaired by Annette Spicuzza to discuss, research and resolve these
issues if possible. The committee will meet and report back at the Spring Conference Board Meeting. The members of the committee including
Spicuzza are Bob Spinks, Pat Sturgill, Jeri Jacobson and Mike Sletton.

Publications - yearly renewal of web and listserv contract with IACLEA for $600.
By-Laws Committee
Bill Curtin passed out a copy of the by-law highlighting those areas which he and Ed Owens felt needed amending. The By-laws Committee is
meeting to make the by-laws a more flexible and agile document to guide the association. There will be an additional report to the Board in the
Spring and hopefully a presentation to the membership at the Fall Conference. At that juncture we would hope to amend the by-laws based
on the work of the committee.Scholarship
