WACLEA Board Meeting Minutes

Board Members Present:

Meeting called to order by Harold Burke-Sivers at 10:25 AM.

Financial:

Marsha was not present but contacted the board by e-mail. Approximately $14,691.03 is in the bank. We paid out $240 last month for the website.

Fall 2006 Conference

The October 13, 2006 Meeting Minutes were discussed. The Fall conference was well attended. There was some discussion at the fall board meeting concerning Emiritus Membership. Harold stated that he would send information out to the membership through the list-serve about the creation of an Emiritus Membership. The membership will be voting on this subject at the Spring Conference.

WACLEA Polo Shirts

There was some discussion about the need for WACLEA logo polo shirts. The cost for these would be included in the conference fee and we would have some available for sale. Harold said that he has met with Allan about this and both agreed it would be a good idea. Pat and Mike said they would take care of getting polo shirts with the WACLEA logo on them.

Membership Cards

There was discussion about the need for membership cards. Jo Ann said that she and Allan would be able to print membership cards out at their facility. There will be some cost for the cards, ink, and supplies. Jo Ann said she would discuss this with Allan and work out a cost estimate. It was agreed that all members should receive a membership card upon renewal of their membership this year.

There was talk of possibly designing and giving out 5-year and 10-year Membership Certificates.

Membership List and Membership Renewals

Harold expressed the need for an updated membership list. There is also a need to establish a date of renewal for membership. It was determined that there is no date set in the by-laws. July 1 was set as the renewal date with bills to be sent out by May 15. For this year membership renewals will be due March 15, 2007 and bills will be sent out by February 15. This year’s membership dues will provide membership through July 1, 2008.

Strategic Planning

Harold said he wanted to get people excited about WACLEA. He said that Portland State University recently sent out an e-mail looking for collaboration among campus law enforcement organizations. He said he went to the meeting about this, but they seemed luke warm about WACLEA. He said he would attend another meeting with them and let them know what WACLEA has to offer.

Harold discussed where we are at in completing our Strategic Planning goals.

1. Increased Membership: It is unclear whether membership is increasing at this point. This should become more clear by Spring Conference when membership renewals are in.

2. Increase Networking: The list-serve has been a good networking resource. There was discussion about the great value of meeting people face to face and having idea sharing sessions at conferences.

3. Increase Marketing: There was further discussion about creating polo shirts with the WACLEA logo on them and WACLEA brochures. Allan has made a draft brochure and said the Mail Center at Albertson College could print them at a very reasonable cost. It was determined that the address for Central Washington University should be removed and replaced with the website address. Mike made a motion to print off 500 brochures and Pat seconded the motion. There was also some discussion about distributing a monthly newsletter and Harold is working on a letter from the President.

4. Membership Directory: Needs updating.

5. WACLEA Standards: This has pretty much been done by IACLEA. This topic needs to be addressed further by the board to determine if WACLEA needs to establish standards separate from IACLEA.

6. MAP Program: There was discussion about why a MAP has not been done in a long time. It was suggested that MAP needs to be marketed better and possibly marketed more to CFOs.

Spring 2007 Conference

Spring 2007 will take place at Hood River, Oregon. Harold said he has scouted out a few hotels in Hood River and there are only a few than can accommodate a conference. He has a meeting set up with Kathy, the Banquet Manager of Hood River Hotel. Kathy thinks they can accommodate us.

Harold has a few speakers lined up for the Spring Conference. One of the speakers he is trying to get is Peter Lake. Peter Lake is a well respected speaker who wrote “The Rights and Responsibilities of the Modern University.” Another possible speaker is Martin Speckmeir whose specialty is threat assessment. Harold said that he would call Steve Rittereiser, who has scheduled past speakers, to find out what accommodations Steve has made for speakers in the past.

Possible Spring Sponsors include Rydin Decal and Bosscars. Pat said that Rydin Decal has already committed to sponsoring the Spring Conference. Harold said he would contact both sponsors. Pat said he would forward the Rydin Decal e-mail he received to Harold.

Fall Conference 2007

Pat suggested that the Clery Act would be a great topic for Fall Conference 2007. WACLEA could bring in Clery Act specialists from Security On Campus to talk about the handbook and other Clery Act issues. It was agreed by all that this was a very important topic and that the entire Fall Conference should be about this. Harold said he would follow up on this with Security on Campus.

Identifying Instructors and Speakers

There was quite a bit of discussion about the need for a list of WACLEA members who can speak on various subjects so the membership can utilize internal resources for effectively. A new list of speakers and instructors needs to be created. Jo Ann said that she can add a form to the website so that people can sign up to be WACLEA speakers and instructors. Harold said he would fax a hard copy of the original form so that Jo Ann can post it on the website. Jo Ann also said she could put an Instructor Finder section on the Members Only section of the website.

Regional Training

There is a need to have regional training in addition to the Academy. Pat, Harold, and Jerry met in Centralia about this subject. Possibly training could include train the trainer, recruit training, FTO programs, events training, and a variety of other topics that are not covered at the academy.

Basic Academy 2007

This year’s academy will be 2-weeks in duration at Seattle University. This will be discussed further at the spring conference.

No other business. Meeting was adjourned at 12:30 pm.
