Minutes of the Board of Director's Meeting Pacific Lutheran University Tacoma, Washington June 18, 1999
      
Members present: Tom Charbonneau, Royal Roads University; Bill Curtin, Lewis and Clark College; Walt Huston, PLU; 
Walter Hudsick, Clark Community College, Bob Brown, Oregon State University, Tom McGill, EWU, Dave Doughty; Western Washington.
      
Members Absent: Ed Owens, WSU - Vancouver; Bob Brown, Oregon State University, Tom McGill, EWU, Dave Doughty; 
Western Washington.
      
Visitors: Jay Goss, University of Washington-Tacoma
      
The meeting was called to order by President Walt Huston at 10:10am. A "Quorum" was not present. The meeting proceeded 
on an informational basis but was unable to conduct business.
      
      Treasurer's Report: a Treasurer's Report was presented in written form from Dave Doughty. It is attached to these minutes.
      
      Correspondence: Walt Huston presented a letter he had written to Roger Serra on the occasion of his retirement presenting
him with an Honorary Life Membership in WACLEA. That letter is also attached to the minutes.
      
      President's Report: Walt Huston announced that he and Walter Hudsick had spent a day together recently to work
on the "Strategic Plan" of the Association. That work would be presented later in the meeting.
      
      Committee Reports
                  Fall Conference: Walt Huston reported that the Fall
                   Conference would be held at Cavanaugh's in Olympia on
                   October 20th, 21st and 22nd. This Conference marks the
                   15th Anniversary of the Association. The training at
                   this conference will settle on drug and alcohol problems
                   on College Campuses.
      
                   Corporate Sponsorship: Tom Charbonneau reported that he
                   was suffering some confusion about how to proceed with
                   the work of this committee. It was suggested that he get
                   together with Steve Rittereiser, the previous chair, and
                   get some input and ideas.
      
                   Publications: Walter Hudsick reported that he has had
                   some requests for the PSTN tapes. He also reported that
                   the website is ready to go and just needs information
                   placed in it from people. The website address is:
                   www.lclark.edu/~safety/waclea. We need to get a
                   statement from the contractor who put together the
                   website and pay him.
      
                   We need to update the Directory of Colleges and
                   Universities eligible for WACLEA Membership and make
                   sure it is distinct from actual WACLEA members.
      
                   Strategic Planning: Walter Hudsick presented the
                   Strategic Plan that will be presented for approval at
                   the Fall Conference. It is also attached to these
                   minutes.
      
                   Training: Jay Goss reported that there are 16 attendees
                   registered for the Basic Academy Training in August.
                   There are still a few instructors to nail down, however
                   the training is in good shape and should proceed better
                   than in the past.
      
      State/Province Reports
                   British Columbia :Tom Charbonneau reported that he attended CACW
                   Conference in Canada. This is a loosely organized group
                   of Campus Law Enforcement Administrators in Canada. He
                   noted that the Region 9 Representative from IACLEA was
                   present at the conference. He stated that he would
                   continue to attempt at recruiting people from BC into
                   WACLEA. He noted that there was an interesting training
                   at the regional conference on the use of CCTV in
                   resolving criminal issues.
      
      New Business
      Walter Hudsick reported Campus Security in the State of Washington just negotiated a pay increase for campus security 
officers. They will get a 10% increase to their base salary and a 3% cost of living increase.
