The meeting was called to order by President Walt Huston at 6:00pm.
Approval of Minutes of January 15, 1998 minutes:
Bill Curtin announced that the minutes had been published on the WACLEA list-serv and that any corrections received in reply
had been incorporated into the minutes. Walter Hudsick moved to approve the minutes. Bob Brown seconded and the minutes were approved.
Treasurer's Report:
Dave Doughty presented the Treasurer's Report. It is attached to these minutes. Our balance as of 3/9/99 is $10,702.52. Ed Owens
moved to approve the report and Walter Hudsick seconded. The report was approved.
Correspondence
Walt Huston reported that there had been a thank you note from Spokane Community College thanking the Association for its
MAP program. There has also been an inquiry from the University of Puget Sound requesting a MAP program. This possibility
is presently in the formative stages.
President's Report
Walt Huston simply reported that the Spring Conference organizing has come together well and that the "hot"training topics
added to its attractiveness.
Committee Reports
Conference
Tom McGill reiterated what Walt had stated that the response to the Spring Conference has gone well. There are over 40 people
here in Spokane and there has been a good response from Student Services people. People are attending from California, Utah, Idaho,
Oregon and Washington.
Legislative Committee
Steve Rittereiser was not available for a report but sent materials to the board that apply to the implementation of the amendments
to the Clery Campus Security Act.
Corporate Sponsorship
Tom Charbonneau was also unavailable for a report but sent materials that he had developed to better organize and foster
corporate sponsorship for the association.
Scholarship
Walter Hudsick reported that Amy F. Vandall from Western Washington University and Jennifer L. Piel from the University
of Washington Law School were the recipients of the WACLEA Scholarship Awards for 1999.
Awards
Steve Ritterersier reported in a written fax that there were three nominations for "WACELA Officer of the Year. The winner is
Daniel W. Nielsen from Pacific Lutheran University. There was one nomination for Executive of the Year. That will be presented
tomorrow evening to Ronal H. Serber from Eastern Washington University. Steve also recommended that the Board approve the
presentation of a Special Recognition Award to Roger Serra from the University of Washington who will be retiring in July of 1999.
Publications
Walter Hudsick reported that the "Hot Sheet" had been sent to members. He also reported that he had met with Gregg Wanciak
from Lewis & Clark College in regard to the web site. He said that there was work being done on that project and he would have
more to report in the future.
Strategic Planning
Walt Huston reported that he and Walter Hudsick would be getting together in the near future to plan and update Strategic Planning
based on the WACLEA Summit held in January.
By-laws
Bill Curtin reported that the new amended by-laws document would be added to the web site.
Training
Mike Sletton presented the Training report. Mike reported the written performance objectives, lesson plans were being worked on and edited.
He then discussed the need for instructors. The Training report attached has a list of those instructors needed from the association.
He then began a discussion on logistics. Dave Doughty emphasized the importance of immediately locking in a date so that the
membership could have plenty of advance notice on when the basic training program will be happening. A discussion was then held on
the importance of WACLEA having a training coordinator to organize and implement all the needs
that revolve around the WACLEA Basic Training program. Various ways of implementing the coordinator position were discussed.
Dave Doughty then brought up the importance of having management and professional development type training in addition the
Basic Academy. It was agreed that the association needs to promote this part of the training agenda In the future. John Garner volunteered
to work on professional development programs in the future.
State/Province Reports
British Columbia: Tom Charbonneau reported by memo that he had been elected the representative from British Columbia.
He will be working to promote the association in B.C.
Oregon & Washington: did not have reports.
Walt Huston stressed the importance for state representatives to be elected in Oregon, Idaho & Washington.
IACLEA Region 8 Report
John Garner reported on the work of the IACLEA Report. He said that we would soon be getting a ballot to vote
on amendments to the by-laws. One of the important ssues was the addition to the board of an additional "at-large" position.
Old Business
Dave Doughty moved that we give everyone in attendance at the Spring Conference a daily planner with the WACLEA
moniker on it. Walter Hudsick seconded the motion and the motion was approved.
New Business
Walter Hudsick announced that he has the PSTN Campus Law Enforcement series at Clark Community College.
Dave Doughty moved that Roger Serra be given a lifetime membership in the association in recognition of his
retirement and years of dedicated work for WACLEA. Dave asked that the President draft a letter with the
appropriate language to accomplish this for Roger. Bob Brown seconded the motion and it passed.
There was then a discussion that the association should have a "logo". It was moved by Tom McGill that there be
a "logo" contest and the best submission would receive a prize of $100.00. Dave Doughty seconded this motion and
it passed.
Bill Curtin moved that the meeting be adjourned. Walter Hudsick seconded

General Membership Meeting

For lack of a quorum no business could be conducted.
Walt Huston began the meeting by presenting to themembership the items that were discussed and acted on
the board of director's meeting. Issues that expanded upon those items or were new business are listed below.
John Garner asked that we solidify a format for the MAP program. In other words to create a template to function
and operate from when a MAP is conducted.
Conference
The training was excellent. There were 22 campus law enforcement people here and 9 student services people.
There were people here from California, Oregon Utah, Washington and Idaho. There were 53 people here. There
was a discussion that the program at the Spring Conference could have been marketed better.
Legislative
Dave Doughty reported that there is a bill (HB 5184) in the Washington Legislature that will allow the police
officers at the University of Washington to receive the same compensation as the Washington State Patrol.
Scholarship
The auction the previous evening generated $257.00 for the scholarship fund.
Publications
The association will have a "logo" contest organized by the committee.
By-Laws
There was a long discussion about how to organize the conference schedule to generate more membership
involvement and how this might relate to the by-laws. It was decided that this was not a by-laws issue but rather
a conference organizational issue. Nothing was resolved.
Fall Conference
The Fall Conference will be in Olympia and will be the 15th Anniversary of the WACLEA Association. Various and
sundry ideas for training and promotion on this event were discussed. This is to be a very special event for the association.
This will take place in late October at the Tyee Motel. It was decided to expand the Fall Conference to include Presidents of
our Colleges and Student Affairs professionals. It was also decided to have as a theme at the Fall Conference training and
presentations on Alcohol and drug abuse.
State Reports
Idaho: Walt Huston appointed Mike Halpren from North Idaho State College as the Idaho Representative. He was
encouraged to get Idaho Colleges and Universities together to elect a state representative.
IACLEA Region VIII Report
John Garner reported that the IACLEA Conference is in San Diego in late June. Walt Huston announced that he
will not be able to attend as the WACLEA Representative and that Walter Hudsick will fill in for him. Early next year
there will be elections for the IACLEA Region 8 Director.
New Business
Tom McGill suggested that we expand our membership to security and law enforcement personnel that work in high schools.
John Garner stated that there is a by-law proposal to be voted on by IACLEA Membership to include high school security
or law enforcement personnel.
Bill Curtin moved to adjourn the Membership Meeting. John Garner seconded the motion and it passed.
