Minutes of the Board Meeting
November 12, 2003President Bill Curtain called the meeting to order at 1312. Members present: Walt Huston, Pacific Lutheran University, Secretary; Tom McGill, Eastern Washington University, Vice President; Ed Owens, Washington State University-Vancouver, Conference Host; Pat Sturgill, St. Martins College, Washington Representative; Allan Laird, Albertson College of Idaho, Idaho Representative; Harold Burke-Sivers, University of Portland, Oregon Representative, Steve Rittereiser, Central Washington University, IACLEA Representative.
Minutes of the November 2003 Board Meeting: Allan Laird moved to accept the minutes of the Summer Board meeting as posted on the WACLEA Website; seconded by Harold Burke-Sivers. Passed.
Treasurer's Report: Walter Hudsick, Office Manager, read the treasurer's report for Annette Spicuzza. WACLEA is in good fiscal condition and should see a profit from the upcoming conference. Bill Curtain moved to accept the treasurer's report as read. Walt Huston seconded. Passed.
Reports:
Distance Learning - Bill Curtain introduced Marie Lewandowski who presented her outline for the WACLEA Academy on-line. Allan Laird moved to transfer the WACLEA Academy to web-based; seconded by Walt Huston. Discussion followed. Bill Curtain and Harold Burke-Sivers will study the proposal and ask questions raised by the board. Walt Huston moved to table the motion made by Allan Laird until the next board meeting when additional information will be available and all questions will have been answered; seconded by Pat Sturgill. Passed. The motion is tabled and will be reintroduced at the next board meeting.
Fall Conference - Ed Owens and Bill Curtain gave an overview of the conference. It should be a very good one.
Spring Conference - Steve Rittereiser discussed the upcoming Spring Conference that will be held in Reno, Nevada in conjunction with IACLEA and a couple of California Law Enforcement associations. There are openings in the Train the Trainer class for WACLEA members. Interested persons need to contact Steve soon to get a spot in this 30-person class.
Nominations - Walt announced the following nominations: Vice President, Allan Laird and Annette Spicuzza; Treasurer, none; Secretary, Ed Owens; WA Rep., Pat Sturgill; OR Rep., Harold Burke-Sivers; ID Rep., none.
Weapons of Mass Destruction Training - Bill Curtain, Steve Rittereiser, and Ed Owens reported that a couple of campuses have people trained through their efforts and more are going to be trained in the near future. There have been some difficulties with the funding for the training; Steve Rittereiser is working on this.
Training, Basic Academy - Mike Sletten reported that 17 people graduated from the academy this fall.
Legislative Report - Though no laws were passed affecting Washington schools, a requirement to videotape all felony interviews will probably come up in the legislature again in the next session. There were no actions in either Idaho or Oregon to report on.
MAP Report - Steve Rittereiser reported that work is ongoing to revamp the WACLEA MAP brochure. Emphasis will be initiated to get schools to take advantage of the MAP program as an aid to Clery compliance, especially when there is a change in Directors/Chiefs.
Publications - Walter Hudsick reported that nearly 100% of WACLEA communications to the membership are now conducted electronically. Non-members within the WACLEA boundaries receive a postcard annually encouraging them to join.
By-Laws - Bill Curtain and Ed Owens discussed the proposed by-laws changes one by one. As each was explained the board recommended approval. The by-laws will be presented to the membership at the General Membership Meeting on November 13, 2003.
State/Province Reports - Washington: Pat Sturgill reported that there are no new issues; Idaho: Allan Laird reported that he thinks web based training will be a big hit in Idaho; Oregon: Harold Burke-Sivers reported that at the last DPSST board meeting they did a legislation review. He reports that there is possibly trouble on the horizon for private security/schools. There is a new Sheriff in Multanoma County who likes the special deputy status for private university security people.
IACLEA Mountain/Pacific Region Report - Steve Rittereiser reported his information under Spring Conference.
Old Business - None.
New Business - Ed Owens brought forth a discussion on getting liability insurance for the WACLEA Board. Ed then moved that the association purchase said insurance as soon as possible. Seconded by Tom McGill. Following discussion the board passed the motion and directed Office Manager Walter Hudsick to look into the insurance.
There being no further business, Walt Huston moved to adjourn the meeting; seconded by Pat Sturgill. Passed. The meeting was adjourned at 1653.
