Minutes of the Board Meeting

WACLEA President Tom McGill called the meeting to order at approximately 4:45 PM. In attendance were:

LeRoy Fantasia (Whitworth)Treasurers’ Report was presented by Interim Business Agent Steve Rittereiser. As of October 12, 2004, the main account for WACLEA has a balance of $22,110.01.

Conference Expenses: App. $2,400.00Steve Rittereiser also explained that WACLEA received a check in the amount of $1,500.00 for co-hosting the Spring Reno Conference. One-half of this amount goes to IACLEA as a co-host of that event; the net proceeds to WACLEA for the Reno Conference will be $750.00.
LEGISLATIVE REPORT:
President Tom McGill talked about the need to keep up with goings-on in our respective State Legislatures as laws coming from those bodies have a dramatic impact on what we do as police/security professionals at our respective schools.
AWARDS:
Steve Rittereiser reported that 7 applications were received for the two WACLEA Pete Peterson Memorial Scholarships. It was moved (Marsha Stril) and seconded (Annette Spicuzza) to accept the Scholarship Committee’s recommendation of the 2004 winners, Ms. Leslie Kristen Marcacci of Albertson College and Mr. Kenyon Smith of Saint Martin’s College. The motion passed unanimously.MAP COMMITTEE:
Steve Rittereiser reported on the successful MAP Study performed for the University of Washington, Tacoma in August. The MAP cost in the amount of $1,800.00 is paid.CORPORATE SPONSORSHIP:
Darrell Stewart asked what the rate was for supporting memberships and Corporate sponsorships. Darrell reported that Galls, Inc. sponsored the Associations’ lunch and also provided a $100 gift Certificate to award to a conference attendee. Allan Laird and Pat Sturgill both have prospective corporate sponsorships lined up for the Spring Conference.Bill Curtain stated he thought there was a provision in the Association By-Laws concerning Corporate Sponsorship fees; Bill did in fact discover a $400 fee in the By-Laws for Corporate sponsorship. Steve Rittereiser suggested WACLEA keep Corporate Sponsorship and supporting memberships as separate fees. The ensuing discussion seemed to favor keeping Corporate Sponsorship.
Bill Curtain moved and Marsha Stril seconded to make corporate sponsorship changes in the Association By-Laws. The motion passed unanimously. Allan Laird will Chair a committee to make language recommendations to the Association.
PUBLICATIONS:
Allan Laird said there is an apparent need for a broucher for WACLEA and suggests we need a new, password-protected doors for our members to access.STATE REPRESENTATIVES:
IDAHO: Darrell Stewart talked about his state needing uniformity in Security Training.OREGON: Harold Burke-/Sivers reports that private Oregon schools are seeking access to LEDS, Oregon’s Law Enforcement Data System. Harold also stated he was asked to provide an application for a new member; however, he could find nothing on our Web site. Harold suggested we put an application on the web to facilitate new memberships.
WASHINGTON: Pat Sturgill reports that Washington State private schools have access to Washington State Patrol Criminal Records for a fee of $10 per inquiry.
MONTANA: No representative was in attendance.
ALASKA: No representative was in attendance.
PROVINCE of BRITISH COLUMBIA: No representative was in attendance.
IACLEA: Steve Rittereiser states there is nothing new to report.
OLD BUSINESS: NONE.
NEW BUSINESS:
Steve Rittereiser reported as of this date and time that we have approximately 57 paid members on the books. Normally, we have around 75 active members. Steve suggested individual State Representatives e-mail those who have not yet renewed their memberships. Steve wondered if WACLEA should consider unlimited memberships for each member school. Discussion on this subject favored keeping it as it is.Annette Spicuzza asked if WACLEA could purchase a recorder with desk mic for the recording secretary to use at meetings. After discussion, Annette moved and Harold Burk-Sivers seconded to buy a new reorder. The motion passed unanimously.
WACLEA TRAINING ACADEMY:
Discussion was held regarding the Distance Learning Program presented to the Board last August and the status of the annual WACLEA Academy. Most liked the materials presented but felt the program was a bit on the pricey side. Allan Laird liked the program (by Marie Levandowski) as presented to us in Vancouver last year. It was felt that we should put together a program of on-hands and distance learning to create a training academy; however, since there is no distance learning program in effect at this time, and upon a show of hands for interest, it was decided to set up an Academy in December. Tom McGill and Allan Laird will set up and announce the date and location of the Academy.Tom McGill asked those present if they wanted to continue having the conferences in the Tri-Cities area as a matter of central location for the membership. After discussion, Allan Laird moved and Bill Curtain seconded to have the (centrally located) Spring and Winter Conferences in the Tri-Cities for one year. The motion passed unanimously.
TRAINING:
Tom McGill suggested we consider semi-annual regional training. Under this format, a member school will host reasonably priced regional trainings that center on schools in that immediate area but are also open to any WACLEA member school. With that in mind, Annette Spicuzza will survey all member schools to determine areas of expertise that we can use in training. Steve Rittereiser suggested we use this as a pilot program to blend security training from both the public and private sectors.GENERAL DISCUSSION:
Steve Rittereiser introduced Daryl Pearson, Executive Director of the Washington State Crime Prevention Association (WSCPA) who gave a short presentation to the Board. WSCPA has a very effective Web site for crime prevention programs. Dues for an active membership are $50.00 per year. Daryl urged us to contact WSCPA for training and other assistance.Bill Curtain presented the list of nominees to the Board. Allan Laird, as current Vice President, will assume the Presidency at Friday’s General Membership meeting. President Tom McGill will join the Board of Director’s as the Immediate Past President. Annette Spicuzza is nominated as the new Vice President. Leroy Fantasia is nominated as the Recording Secretary. Marsh Stril is nominated as Treasurer. Darrell Stewart, Harold Burke-Sivers and Pat Sturgill are nominated as the Idaho, Oregon, and Washington State Representatives, respectively. There was no nomination for Alaska, Montana, or British Columbia Representatives.
President Tom McGill adjourned the meeting at approximately 7:00 PM.
